Plenty of my clients have never briefed a developer before. That's a normal starting point, not a barrier.

Agencies carry overhead — account managers, sales teams, office space — that gets built into every quote. Working with one developer directly means that overhead simply isn't there, so more of what you pay goes into the actual project.
